States such as Egypt, Liberia and others, which have not undergone such changes in this period, are not listed.
The table below is in chronological order of independence/change of status date.

LI may mean Libya Italian. This could be an unofficial prefix, as I am fairly sure that the LI prefix was assigned to Norway, even at that time. The LI prefix was still being used from Libya later in 1947 (i.e. after independence from Italy), e.g. LI2JC and LI2CL.
Italian Libya was occupied by British & French forces from February, 1943.

The reason that Mauritania was added to the DXCC list five months before independence is due to the fact that the territory became separated from the rest of French West Africa by the independence of Mali, on 1960-06-20, which had also been a part of French West Africa.

At some point in 1960, prior to independence, stations in Mauritania switched from the FF8 to the FF7 prefix, when Mauritania left FWA and became directly administered  by France. FF7 stations were QRV from March, 1960, and perhaps earlier, but count for French West Africa before 1960-06-20.

Notes
a) Independence dates are normally local time. Therefore, for those entities where local time is in advance of GMT, the Club Log start date is usually one day earlier than the official independence date, unless the DXCC start date specifies otherwise.
b) QSOs with callsigns using the old prefix, with a date after the end date for that prefix, will be mapped to INVALID by Club Log, unless the old prefix has been re-allocated. If you have such a QSO, and are sure it is valid, please contact Alan, 5B4AHJ with supporting evidence, such as a QSL card.  My email address can be found on QRZ.COMAlternatively, please raise a support ticket on the Club Log Help Desk
c) The old prefix end date is based on QSOs in the Club Log QSO database at the time of writing (August, 2013), at which time the database contained 173 million QSOs.
