When does a QSO with Perm/Komi count for Asiatic Russia?


In December 2011 ARRL announced that QSOs with Perm oblast (140/PM), Komi-Permyatsky Autonomous Okrug (141/KP) and Komi oblast (090/KO) count for European Russia, and not Asiatic Russia, except for QSOs before 2011-12-01 that have previously been given DXCC credit for Asiatic Russia. 


Note in particular that these two conditions are used jointly to apply that exception. That is to say, the date of the QSO being before 2011-12-01 and the existence of a DXCC credit for Asiatic Russia for that QSO means the QSO counts for Asiatic Russia for DXCC purposes. Otherwise, it is European Russia.


What does Club Log do?


Club Log follows the ARRL rules, so it implements the change made in 2011. This article specifies which QSOs are affected. See Russian callsigns with single digits 8 & 9 - European Russia or Asiatic Russia?  for details of the implementation of QSO mapping for these QSOs.


Important:Perm/Komi mappings cause a lot of confusion. For example, "that have previously been given DXCC credit" means your ADIF must use the appropriate syntax for indicating DXCC credit (more info here). The logic for Perm/Komi mappings is not only based on the callsign and date, but also the QSL status claimed in your ADIF.


Club Log will remap any claim for Perm/Komi callsigns without sending alerts. This is to reduce the burden on our volunteer helpdesk caused by this situation.


Callsign rules


A - callsigns with the prefixes UA, UE or the prefix U, and the number 9, followed by a suffix beginning with the letters F, G, or X, regardless of date (note #1)

B - callsigns with the prefixes UB, UC, UD, UF, UG, UH, UI, and the number 9, followed by a suffix beginning with the letters F, G, or X, from 1994-01-01 (note #2)

C - callsigns with the prefixes RA, RE, RK, RN, RP, RS, RU, RV, RW, RX, RZ, or the prefix R, and the number 9, followed by a suffix beginning with the letters F, G, or X, regardless of date (note #1)

D - callsigns with the prefixes RB, RC, RD, RF, RG, RH, RI, RJ, RL, RM, RO, RQ, RR, RT, RY, and the number 9, followed by a suffix beginning with the letters F, G, or X, from 1994-01-01 (note #2)

E - callsigns with the prefixes UA through UI, or the prefix U, and the number 8 followed by a suffix beginning with the letters F, G, or X, from 2010-01-21 (note #3)

F - callsigns with the prefixes RA through RZ, or the prefix R, and the number 8, followed by a suffix beginning with the letters F, G, or X, from 2010-01-21 (note #3)

G - callsigns with the prefix UV, UW, UX, UZ, and the number 9, followed by a suffix beginning with the letters F, G, or X, before 1994-01-01 (note #4)

H - callsigns with the prefix UK, and the number 9, followed by a suffix beginning with the letters F, G, or X, from 1970-01-01 through 1993-12-31 (notes #5a, 5b)

I - callsigns with the prefix UA, and the number 9, followed by a suffix beginning with the letter K followed by one of the letters E, F, G, or X, before 1970-01-01 (notes #6a, 6b, 6c).

J - callsigns with the prefix UA, and the number 9, followed by a suffix beginning with the letter E, before 1970-01-01 (note #7).

K - callsigns with the prefixes EK, EM, EN, EO, ER, EU, EV, EW, EX, EZ, and the number 9 and a single-letter suffix F, G or X, after 1979 and before 1994 (note #8).

L - callsigns with the prefixes 4L, EM, EN, EO, ER, EU, EV, EW, EX. EZ, and the number 9 and a two-letter or a three-letter suffix where the second letter of the suffix is F, G or X, after 1979 and before 1994 (note #8).

M - callsigns with the prefix UA70X in August, 1991.

N - callsigns with the prefix EY9F in the period 1989-02-27 to 1989-03-12

O - callsigns with the prefixes RA, RC, RD, RE, RF, RG, RH, RJ, RJ, RK, RL, RM, RN, RO, RQ, RT, RU, RV, RW, RX, RY, RZ and the number 1, followed by a suffix beginning with the letter I, from 2019-04-08.

P - callsigns with the prefixes UA through UI, or the prefix U, and the number  1 followed by a suffix beginning with the letter I, from 2019-04-08.


Notes

1. These are current prefixes, and were also used in the USSR era.

2. These are current prefixes, and were not used for RSFSR in the USSR era, as they were allocated to other USSR republics (eg UB9F/RC2AR was Ukraine). It is possible that not all of these prefixes were used for non-RSFSR republics in the USSR era, but they were not used for RSFSR either, in that period.

3. These are current prefixes, resulting from the Russian callsign update - 2010 . Before that update, only 8T and 8V callsigns were issued.

4. These are prefixes from the USSR era, and were re-allocated to Ukraine after the break-up of the USSR (eg UV9G/UA9XBE).

5b. UK was the prefix for Club Callsigns from 1970-01-01 through 1984-04-30. Some of these callsigns were in use after the latter date. I have examined the Club Log database, and, at the time of writing, there is only a single QSO with UK9F in the period 1984-05-01 through 1993-12-31, and, also at the time of writing, there are no QSOs with UK9G or UK9X in that period. There are, however, UK calls with other digits in that period.

6b. UA#K was the prefix for club callsigns in the period 1945-1969. Image #1 indicates that UA9KE, KF, KX were the prefixes for oblasts 140 and 090. UA9KG callsigns are not mentioned in image #1, but the list is known to be incomplete. It is my assumption that UA9KG should map to oblast #141.

6c. I have examined the callsigns in the Club Log database during the period 1945-1969, and, at the time of writing, there are no prefixes other than UA which are followed by 9KE, 9KF, 9KG or 9KX. There are no RA9K callsigns nor any other Rx9K, Ux9K callsigns in that period.

7. In the period 1945-1969, non-club callsigns had a two-letter suffix, whereas club callsigns had a three-letter suffix beginning with K. Therefore, it seems reasonable to use the same mappings for non-club callsigns as for club callsigns, i.e. UA9E, UA9F, UA9G & UA9X. UA9F,G,X are covered by rule A. Rule J is required to cover UA9E.

8. These are USSR special event stations for the annual Victory celebrations, with the exception of 4L, EK and EX.
