No. Certificates are only generated by the Trusted QSL (TQSL) application, as approved by ARRL.
The way Club Log works is that we keep a copy of your approved certificates, protected inside an encrypted store (that's what your "Encryption Key" is for) - but we do not attempt to emulate the process of making new certificate requests, as this is something that should be done using the primary tools for Logbook of The World, i.e. by the TQSL application.
