Club Log support staffed by volunteers

Some logging programs seem to map all IW0 callsigns to Sardinia, which is incorrect.

The IW0 prefix is allocated as follows:

Callsigns in the range IW0

[A:Z][A:Z] are allocated to the region of Lazio, Italy.
Callsigns in the range IW0[Q:T][A:Z][A:Z] are allocated to the region of Umbria, Italy.
Callsigns in the range IW0[U:Z][A:Z][A:Z] are allocated to Sardinia.
